- On  February 12, 1992, Viet Nam and Latvia signed a Protocol on establishment of diplomatic relations at the ambassadorial level.

- The Ambassador of Viet Nam to the Russian Federation is also in charge of Latvia.

- On November 1995, Deputy Prime Minister Nguyen Khanh visited Latvia and signed an Agreement on economic and trade cooperation and an Agreement on investment promotion and protection.

- From  October 28 to November 2, 1996, Foreign Minister of Latvia visited Viet Nam and signed an Agreement on cultural and scientific cooperation and a Protocol on political consultation between the two Ministries of Foreign Affairs.

- On  November 7, 2003 Latvia proposed to terminate the Agreement effective economic cooperation and trade between the two countries befor joining EU. The two countries completed the procedures for terminating the Agreement effective economic cooperation - trade from 01/05/2004.

- On October 2004, President of Latvia attended the ASEM V Summit in Hanoi and met with Prime Minister Phan Van Khai.

- On  March 15, 2007, Permanent Vice Foreign Minister Le Cong Phung held a meeting with his Latvian counterpart Edgar Skuja on the sideline of the EU-ASEAN foreign ministerial meeting in Nuremberg, Germany.

- On August, 2008, President Nguyen Minh Triet met with Latvian President  V. Zatlers attended the Olympics opening ceremony in Beijing.

- On March 3, 2009 Ambassador of Latvia to China and Viet Nam presented credentials.

- On May 2009, Deputy Prime Minister and Foreign Minister Pham Gia Khiem met with Foreign Minister Latvia on the sidelines of the ASEM Foreign Minister in Hanoi 9.

- On May 9, 2010 President Nguyen Minh Triet met with President of Latvia V. Zatlers plated commemorative ceremony on the occasion of 65 years in Russia.

- On October 2010 Deputy Minister Foreign Nguyen Quoc Cuong met Deputy Minister Foreign Affairs of Latvia on the sidelines of a summit in the 13th Francophone ,Switzerland
