VISA ISSUANCE PROCEDURE


(Excluding cases exempted from visa requirements under Vietnamese regulations or agreements that Vietnam is a party to)

1. Guests of the CPV Central Committee, National Assembly, the State President, Government and guests of equal rank of Ministers, Deputy Ministers, Chairmen, Vice Chairmen of the People’s Committees of provinces and cities under central management.
a. The Consular Department of the Ministry of Foreign Affairs of Vietnam (MOFA) will communicate the approval to the relevant Vietnamese diplomatic missions or consular posts abroad to issue visa to the invited guests.
Invited guests are requested to submit the following documents to the Vietnamese diplomatic missions or consular posts:
1) 01 visa application form attached with a passport-size photo taken less than 1 year from the date of application with straight eyes and bare head;
2) Valid passport or travel document in lieu of passport (passport validity must be at least 01 month longer than visa validity).
In case of request for visa issuance at entry port, the reason, time of arrival and port of entry must be clarified.
b. If the inviting agency has not completed entry procedures for the invited guest(s) at the Consular Department, guests are advised to contact directly with the Vietnamese diplomatic missions or consular posts in their countries to apply for visa with the following documents:
1) A diplomatic note requesting visa issuance from the Ministry of Foreign Affairs or other relevant authorities of the host country.
2) 01 visa application form attached with a passport-size (4cm x 6cm) photo taken less than 1 year from the date of application with straight eyes and bare head.
3) Valid passport or travel documents in lieu of passport (passport validity must be at least 01 month longer to visa validity).
The Vietnamese diplomatic missions or consular posts in the applicant’s country will contact the Consular Department to complete entry formalities.

2. Members (including family members and maids) of diplomatic missions or consular posts and permanent representative offices to the international organisations in Vietnam or in third countries
a. Diplomatic missions, consular posts and representative offices of international organisations in Vietnam are requested to submit a diplomatic note and personal details of the person concerned to the Consular Department.
After consideration, the Consular Department will accordingly inform the related Vietnamese posts in the respective country to issue visa. Applicant(s) must submit the following documents to the related Vietnamese diplomatic missions or consular posts:
1) A diplomatic note requesting visa issuance from the Ministry of Foreign Affairs or other relevant authorities of the host country.
2) 01 visa application form attached with a passport sized photo taken less than 1 year from the date of application with straight eyes and bare head.
3) Valid passport or travel documents in lieu of passport (passport validity must be at least 01 month longer than visa validity).

b. In case the respective diplomatic missions, consular posts or representative offices of the international organisations in Vietnam have not completed entry formalities at the Consular Department.
If so, applicants can obtain Vietnam visa by submitting directly to the related Vietnam’s diplomatic missions or consular posts with the following documents:
1) A diplomatic note for visa issuance from the Ministry of Foreign Affairs or other relevant authorities of the host country.
2) 01 visa application form attached with a passport-size photo taken less than 1 year from the date of application with straight eyes and bare head.
3) Valid passport or travel documents in lieu of passport (passport validity must be at least 01 month longer than visa validity).

c. Members of diplomatic missions, consular posts and representative offices of international organisations working and residing in Vietnam (including their family members and maids).
Applicants shall, for the purpose of visa issue or extension, submit following documents:
1) Diplomatic note from diplomatic missions, consular posts or representative offices of international organisations in Vietnam;
2) Valid passport or documents in lieu of passport (passport validity must be at least 01 month longer than visa validity) with resident permit issued by the Protocol Department of the Ministry of Foreign Affairs of Vietnam.
Applicants defined at 1a, 1b, 2a, 2b and 2c will have visa granted within 2 working days from the date of receipt of valid documents.
d. If members of diplomatic missions, consular posts or representative offices of international organisations in third countries wish to enter Vietnam for tourism purpose for up to 15 days, the following documents are requested to be submitted to the related Vietnamese diplomatic missions or consular posts:
1) 01 visa application form attached with a passport sized photo (taken less than 1 year from the date of application with straight eyes and bare head);
2) Valid passport or travel document in lieu of passport (passport validity must be at least 01 month longer than visa validity).
Processing time: within 3 working days from the date of receipt of valid documents.

3. Foreigners invited or sponsored by authorities, organisations or individuals in Vietnam
Inviting or sponsoring authorities, organisations or individuals have the responsibility to work with the Immigration Department, Ministry of Public Security. The Immigration Department, Ministry of Public Security will notify the related Vietnam’s diplomatic missions or consular posts to issue visa for guests. The following documents must be submitted:
1) 01 visa application form attached with a passport sized photo taken less than 1 year from the date of application with straight eyes and bare head;
2) Valid passport or travel document in lieu of passport (passport validity must be at least 01 month longer than visa validity).
3) Confirmation from the inviting or sponsoring authority, organisation or individual on the completion of entry formalities for guests at the Immigration Department, Ministry of Public Security.
Processing time: within 2 working days from the date of receipt of valid documents.

4. Foreigners not having invitation from any authority, organisation or individual in Vietnam need to contact the Vietnamese diplomatic missions or consular posts for visa for a stay not exceeding 15 days.
1) 01 visa application form attached with a passport sized photo taken less than 1 year from date of application with straight eyes and bare head;
2) Valid passport or travel document in lieu of passport (passport validity must be at least 01 month longer than visa validity).
Processing time: within 3 working days from the date of receipt of valid documents.
+) Business visa:
Step 1: Contact the Vietnamese sponsor(s)/business partner(s) and request the latter to arrange visa authorisation from the Immigration Department, Ministry of Public Security. The applicant should advise their Vietnamese sponsor(s)/business partner(s) of the following information:
- Full name
- Date and place of birth
- Nationality (previous and present)
- Passport number and type, dates of issue and expiry of the passport
- Expected dates of entry and exit
- Type of visa (single/multiple)
- Vietnamese mission from where the applicant would collect the visa.
Step 2: Obtain the confirmation from the Vietnamese sponsor(s)/business partner(s) on visa authorisation.
Step 3: Submit required documents to Vietnamese diplomatic missions or consular posts:
1) 01 visa application form attached with a passport sized photo (taken less than 1 year from the date of application with straight eyes and bare head);
2) Valid passport or travel document in lieu of passport (passport validity must be at least 01 month longer than visa validity).
Step 4: Pay visa fee
It takes two working days to process a visa after receipt of the duly filled application form attached with required documents and the visa authorisation from the Department of Immigration (Ministry of Public Security).
