Viet Nam-Norway cooperation promoted


Ha Noi (VNA) - Viet Nam and Norway signed in Ha Noi on Tuesday a memorandum of understanding on development cooperation for the next five years.

 

Signatories were Deputy Minister of Planning and Investment Nguyen Bich Dat and Norwegian Deputy Foreign Minister Olav Kjorven.

 

The MoU focuses on cooperation in education, administrative reform and economic development.

 

This is the second MoU between Viet Nam and Norway. The first MoU was signed in 1996 during an official visit to Viet Nam by Norwegian Prime Minister Gro Harlem Brundtland.

 

Under the 1996 MoU, Norway has provided Viet Nam with around 10 million USD annually to improve the quality of grassroots education and public administration to develop rural areas, aquaculture, the oil and gas industry, and energy production as well as to raise awareness of environmental protection, cultural heritage, and HIV/AIDS.

 

During their talks in Ha Noi the same day, the Vietnamese Industry Ministry and the Norwegian Trade and Industry Ministry informed each other of bilateral cooperation in energy, particularly in the oil and gas industry and hydro-electric power planning.

 

The Norwegian side has transferred management technologies on natural resources, personnel training, oil and gas exploration and exploitation, and waste management, to Viet Nam. "Viet Nam hopes Norway will cooperate and invest in building power plants and the power market, and develop power sources in  third countries and then import it to Viet Nam," said Deputy Industry Minister Do Huu Hao.

 

The Norwegian Trade and Industry Minister, Borge Brende, said Norwegian businesses want to cooperate with Viet Nam in providing consultancy, bidding, supplying equipment, techniques and technologies in the energy field. The two sides hoped for a new energy cooperation programme.

 

A seminar on hydro-electricity, a programme on the Viet Nam-Norway Businessmen festival and a workshop on Viet Nam-Norway trade promotion were also held in Ha Noi with the participation of nearly 300 Vietnamese and 130 Norwegian businesses.

 

Addressing the business forum, Planning and Investment Minister Vo Hong Phuc expressed his hope for further cooperation in oil and gas, fisheries and marine transport. "With an open-door policy and an increasingly improved investment environment, Viet Nam hopes that Norwegian businesses will invest more in such prioritised domains as energy, the processing industry, fisheries, mining and services," Phuc said.

 

Industry and Trade Minister Borge Brende affirmed Norwegian businesses' attention to investment in Viet Nam. He said Norway wanted to cooperate and share experiences with Viet Nam in the oil and gas field.
