Vietnam describes peacekeeping forces’ role as indispensable

New York (VNA) – Vietnamese Ambassador Hoang Chi Trung highlighted the role of peacekeeping operations over the past 60 years and addressed challenges peacekeeping is facing at a UN meeting in New York on Oct. 28.

Ambassador Trung, Vietnam ’s Deputy Permanent Representative to the United Nations, presented a report at the meeting of the Fourth Committee of the 63rd Session of the UN General Assembly on “Comprehensive Review of the whole question of peacekeeping operation in all their aspect.”

He said that the success of the peace keeping operations rest upon the strict observance of the purposes and principles of the UN Charter, particularly those referring to sovereignty, territorial integrity and political independence as well as non-interference in the internal affairs of States.

The Vietnamese representative said “It is of paramount importance to establish and conduct peacekeeping operations on the premise of the consent of the concerned parties, impartiality and non-use of force except in self-defense.”

He stressed that peacekeeping operations should be accompanied by a parallel and inclusive peace process and supported by the consent and adherence of the concerned parties.

Ambassador Trung said peacekeeping activity of the UN is currently challenged by two key issues, namely, a number of unacceptable cases of sexual misconduct by some of the peacekeepers and a mismatch between mandates and resources.

He stressed that the Special Committee of Peacekeeping Operations should conduct an indepth analysis of these challenges with a view to formulating effective measures to address them.
