New agreements address issues of Vietnamese in Russia
According to Dung, there are between 60,000-80,000 Vietnamese living, studying and working in Russia .
Dealing with issues related to Vietnamese people in Russia has been receiving a special attention from the two countries’ leaders and people as it is an important factor to help boost the bilateral relations, Dung said.
He stressed that the three agreements will create a legal foundation for the two countries’ authorised agencies to cooperate in solving issues of residence, employment and business of Vietnamese citizens in Russia .
“They will serve as the basis for Vietnam to ask Russia’s authorised agencies to assist and provide favourble conditions for Vietnamese citizens to stabilise their living in Russia ,” Dung said.
He also said the agreements will take effect after Vietnam and Russia complete all required procedures in accordance with their laws.
Regarding the agreement on returning citizens, Dung said the two sides agreed in principle not to apply it to those who violate laws on immigration and residence before the agreement takes effect.
He also said the returning of citizens must be in line with regulations, procedures and time stated concretely in the agreement, and follow the verification and acceptance by each country’s authorised agencies.
The agreement on returning citizens comprises of strict legal provisions that are designed to protect legitimate rights, including personal and property rights, and interests of the returnees in line with the law of each country, Dung said.
The receiving of the returnees must ensure the principles of order, safety and respect for their human dignity, and take into consideration the humanitarian aspects, including the family reunion of the returnees.
Regarding the labour cooperation agreement, the official said it is applicable to Vietnamese and Russian citizens who have resided permanently in their respective countries, but worked in the other countries for a certain period.
The agreement sets out specific regulations related to conditions, procedures for applying for work permits, rights and obligations of workers, termination of labour contracts, and a mechanism for cooperation between Vietnamese and Russian relevant agencies to protect the legitimate rights and interests of workers of the two countries in general, and Vietnamese workers in Russia in particular.
Dung went on to say that the signing of the agreement will help Vietnam get easier access to Russia’s potential labour market and recover the bilateral cooperation in this field that was interrupted recently.
Vietnamese workers at home will have the opportunity to work in Russia under labour contracts, he added.
