Message by President Truong Tan Sang of Viet Nam to the APEC CEO Summit 2011
Viet Nam has made firm steps on the path of development and international integration, actively contributing to peace and co-operation for development and economic linkages of ASEAN, the Asia-Pacific region and the world.
To accelerate national industrialization and modernization, Viet Nam has been engaging in comprehensive and proactive integration.
Doi Moi has enabled Viet Nam to emerge from one among underdeveloped countries to become a rapidly growing economy in the region. Doi Moi also helps ensure social progress and justice, hunger eradication and poverty alleviation, and improvement of social welfare. Our country has, therefore, met and surpassed many of the United Nations Millennium Development Goals.
We have been doing our best to create a fair, transparent and favourable environment for foreign investors and businesses.
In terms of favourable business environment, Viet Nam jumped 10 places in 2010 as compared to the previous year to rank fourth in the top 10 best economic reform. As a nation characterized by old-aged history and culture, abundant natural resources, young, dynamic and skillful labor force, and political and social stability, Viet Nam has become a market full of potentials and an ideal destination for international investors and businesses.
Viet Nam has been a reliable partner in the region and the world and its economy has developed into an integral part of the global market. We attach great importance to full and rigorous implementation of our commitments to the WTO, ASEAN Free Trade Agreements with China, Japan, India, the Republic of Korea, Australia and New Zealand, as well as Viet Nam - Japan Agreement on Economic Partnership, and to the efforts to build the ASEAN Community. We are also actively engaging in negotiations of the Trans-Pacific Partnership Agreement and about to launch negotiations with the EU for a Free Trade Agreement .
Here in Hawaii, Viet Nam will be signing a Free Trade Agreement with Chile.
All these commitments continue to offer unprecedented opportunities and favorable conditions for you to come to Viet Nam, and for us to deepen our engagement in the global production and service value chains.
Like other economies in the region, Viet Nam has been affected by adverse impacts of the global financial crisis and economic depression.
The recovery of regional economies, including that of Viet Nam, is confronted with numerous difficulties and uncertainties.
For the time being, our priority is to curb inflation, stabilize the macro-economy and ensure social welfare.
Our long-term goals are to achieve intensive and comprehensive international integration and to ensure the effectiveness and competitiveness of the economy. To this end, we are accelerating economic restructuring with priority given to re-organizing investment, financial market and state-owned enterprises, and boosting transition toward sustainable growth model as well as ameliorating the legal frameworks and market economy institution.
These efforts are not only for the interest and development of Viet Nam, but also for better business and investment environment in our country.
Policies are made by Governments, but how to make them effective and conducive to economic development largely depends on the engagement of businesses.
At this crucial juncture, we count on you to take on this mission and join the ongoing regional endeavors to promote economic recovery and sustainable development, and to maintain the Asia- Pacific region at the helm of global growth.
