 - Born on April 14, 1944.
 - Native land: Dong Hoi Commune, Dong Anh District, Ha Noi.
 - Admitted to the Communist Party of Viet Nam (CPV) on December 19, 1967. Became full member of the CPV on December 19, 1968.
 - Education: Literature-Linguistics graduate; Professor, PhD (Politics).

 - Current positions: Politburo member of the CPV Central Committee, Secretary of the Party Committee of Ha Noi, Chairman of the Party Central Committee's Theoretical Council.
Summary of professional career

1963-1967: Studied at the Literature-Linguistics Faculty of the University of Ha Noi.
December 1967-August 1973: Editor of the Communist Review.
September 1973 - April 1976: Post-graduate at the Political Economy Faculty of the high-level Nguyen Ai Quoc Party School (now the Ho Chi Minh National Political Academy).
May 1976 - August 1981: Editor of the Communist Review, Deputy Secretary of the Party cell.
September 1981 - July 1983: Associate PhD student in historical science (Party building major) at the Academy of Social Sciences of the Soviet Union.
August 1983 - August 1987: Deputy head of the Party Building Department, the Communist Review.
September 1987 - February 1989: Head of the Party Building Department, the Communist Review.
July 1985 - December 1991: Deputy Secretary and then Secretary of the Party Committee of the Communist Review.
