New fund protects citizens while abroad


Hanoi (VNA)- A fund to assist and protect Vietnamese while they are living or visiting overseas came into effect on July 6, the Foreign Ministry announced.

Deputy Foreign Minister Dao Viet Trung told a press briefing in Hanoi on July 11 that as the number of Vietnamese living abroad is on the rise, there is a growing number of incidents with many Vietnamese citizens beyond their means or finding themselves in trouble and needing assistance from the State.

He cited some examples where the government is called to assist include loss of personal papers and money, traffic accidents, illness, deaths or legal violations.

The fund’s director Duong Chi Dung, who is also the director of the Foreign Ministry’s Consulate Affairs Department, said the fund will enable government agencies abroad to assist Vietnamese citizens when they are in need such as in cases of temporary arrests on charges of violating the resident country’s law.

The fund will not cover those who are covered by insurance in foreign countries.

Non-refundable aid will be provided to victims of war or conflict, natural disasters, epidemics, terror attacks or kidnapping.

Citizens who receive funding for health care, and travel costs and accommodation will have to repay the aid.
