PM approves 1 billion USD plan to boost language learning
Under the proposal by the Ministry of Education and Training, all schools in the country by 2015 would be equipped with multimedia labs and all foreign language educators at the college and university level and some high school and vocational training teachers would be trained abroad.
The new programme was created to address new graduates’ language skills, which are viewed as inadequate for working in an international environment.
Poor equipment and outdated methodology used in schools have hindered progress in second-language proficiency, according to the ministry.
The national scheme calls for teacher training in and outside Vietnam and compulsory English-language courses at all primary schools, high schools and universities by 2020.
Besides the compulsory English classes, students would also be required to take courses in another language, either Mandarin Chinese, Russian or French.
Under the proposals, courses in all four of these languages would be taught at every university in the country.
Building and developing new centres for training foreign language teachers in the Central Highlands and in northeastern and northwestern provinces is essential, the ministry said.
Education Ministry officials have urged universities and schools to work with foreign partners and organisations as well as volunteer groups whose native language is English, Russian, French or Chinese.
