Measures to boost up economic growth in the period 2007-2010


In the Government monthly meeting in August, 2007, which was chaired by Prime Minister Nguyen Tan Dzung, the Vietnamese Government discussed the tasks for the whole XII term, defining the targets for the period 2007-2010 of high and sustainable economic growth, reaching the growth rate of 8.5-9.5%. To attain the targets, Prime Minister Nguyen Tan Dzung required the ministries, industries and localities to focus on carrying out the following five groups of measures:

Firstly, to buid and improve the institution of the socialist oriented market economy. The ministries, industries and localities should continue to focus on reviewing all markets, maintaining a business environment of cooperation and fair competitiveness for all economic sectors and in conformity with international laws and practices in the process of regional and international integration, not causing trouble to people

Secondly, to carry out the tasks of guidance and execution so as to reach the targets put forward by the tenth Party Congress. These targets are to accelerate economic growth, ensure the enhancement of the economy’s efficiency and competitiveness, bringing the country out of the less development status and at the same time, to ensure strong national defence and security. The ministries, industries and localities must build concrete projects aimed at attracting effectively investments from all walks of life and from foreign investors.

Thirdly, to continue to implement social and cultural, education and training, hunger eradication and poverty reduction policies with focus on ethinic minorities in remote areas. The process of industrialization and modernization of the country is taking place dramatically. Therefore, there should be concrete projects and solutions for human resources training including concrete measures to help poor people to receive vocational training.

Fourthly, to accelerate the administration reform, particularly administrative procedures which are directly relevant to the people’s life; to enhance the efficiency and enforcement of the state management system.

Fifthly, to prevent and drive back corruption in all areas of the society; to raise awareness and responsibility for prevention of and struggling against corruption in all levels, ministries and branches as well as government officials.
