ANNOUNCEMENT

PM Nguyen Xuan Phuc to visit Cambodia and Laos
At the invitation of Prime Minister Hunsen of the Kingdom of Cambodia and spouse and that of Prime Minister Thongloun Sisoulith of the Lao People's Democratic Republic and spouse, Prime Minister Nguyen Xuan Phuc and Madam will pay official visits to the Kingdom of Cambodia from April 24 to 25 and to Lao PDR from April 26 to 27. These are the first official visits by Prime Minister Nguyen Xuan Phuc to Cambodia and Laos in his capacity as Prime Minister. These visits are important foreign affairs activities to mark the Viet Nam - Cambodia Friendship Year 2017 and the 50th Anniversary of Viet Nam – Cambodia diplomatic relations as well as the Viet Nam-Laos Friendship and Solidarity Year 2017 and the 55th Anniversary of Viet Nam - Laos diplomatic relations.

The visits reflect Viet Nam's high regard for its traditional friendship, special solidarity and comprehensive cooperation with Laos and its good neighborly relations and comprehensive cooperation with Cambodia, thus giving new momentums to bring its cooperation with Laos and Cambodia to new height.
In Cambodia, Prime Minister Nguyen Xuan Phuc will hold talks with Prime Minister Hunsen of Cambodia on ways to strengthen cooperation in a number of areas, especially those of either side's advantage such as education and training, tourism, telecommunication, air transport and banking and on regional and international issues of mutual concerns. Prime Minister Nguyen Xuan Phuc will pay calls to King Norodom Sihamoni, President of the Senate Say Chhum and President of the National Assembly Heng Samrin.

In Laos, Prime Minister Nguyen Xuan Phuc and Prime Minister Thongloun Sisoulith of Laos will discuss ways to promote cooperation in key areas such as economic, trade, investment, energy, telecommunication and transport as well as international and regional issues of mutual interests. Prime Minister Nguyen Xuan Phuc will also call on General Secretary and President Bounnhang Vorachith, President of the National Assembly Pany Yathotou and Vice President and Executive Secretary Phankham Viphavanh.

Prime Minister Nguyen Xuan Phuc to attend the 30th ASEAN Summit in the Philippines

Prime Minister Nguyen Xuan Phuc will attend the 30th ASEAN Summit in Manila, the Philippines from April 28 to 29. At the Summit, Prime Minister Nguyen Xuan Phuc will work with other ASEAN countries' leaders to review the outcomes and directions of the ASEAN Community building process and discuss ways to increase ASEAN's external relations and centrality while also exchanging views on regional and international issues of common interest.

Prime Minister Nguyen Xuan Phuc will speak at the Plenary Session, the Retreat and the Dialogues between ASEAN leaders and the ASEAN Inter-Parliamentary Assembly and ASEAN Youth. It is expected that during the Summit, Prime Minister Nguyen Xuan Phuc will have bilateral meetings with leaders of other ASEAN member states.


DPM, FM Pham Binh Minh visits the US 
At the invitation of US State Secretary Rex Tillerson, Deputy Prime Minister and Foreign Minister Pham Binh Minh is currently on an official visit to the US between April 20 and 21.

During the visit, Deputy Prime Minister, Foreign Minister Pham Binh Minh and US State Secretary Rex Tillerson will discuss ways to step up Viet Nam-US ties and exchange views on issues of mutual concerns to promote cooperation on all three channels bilateral, regional and international for greater mutual and tangible benefits.

DPM Trinh Dinh Dung to visit Ireland and the UK
At the invitation of the Government of Ireland and the Government of the United Kingdom, Deputy Prime Minister Trinh Dinh Dung will pay working visits to Ireland from April 21 to 23 and to the UK from April 24 to 26.

The visit to Ireland serves to implement the outcomes of the state visit to Viet Nam by the President of Ireland in November last year and to open discussions on measures to promote cooperation with Ireland in education and training, wind power, food and agriculture, and other fields. Deputy Prime Minister Trinh Dinh Dung is scheduled to pay calls to the President of Ireland and meet with the Minister of Foreign Affairs and Trade and the Minister of Agriculture, Food and the Marine.

In the UK, Deputy Prime Minister Dung will discuss with the UK side on ways to promote the Viet Nam-UK Strategic Partnership for greater substance and efficiency, especially in trade and investment, infrastructure, real estate, energy and environment. Both sides will also share views on international and regional issues of common interest. The Deputy Prime Minister is expected to meet with the Duke of York, Prince Andrew, Secretary of State for Foreign Affairs, Secretary of State for International Trade and Chief Secretary to the Treasury of the UK.

Angola Minister of Foreign Affairs Georges Rebelo Chikoti to visit Viet Nam
Minister of Foreign Affairs of the Republic of Angola Georges Rebelo Chikoti will pay an official visit to Viet Nam from April 23 to 26 at the invitation of Deputy Prime Minister and Foreign Minister Pham Binh Minh.

During the visit, Foreign Minister Georges Rebelo Chikoti will hold talks with Deputy Prime Minister and Foreign Minister Pham Binh Minh to discuss ways to promote the Viet Nam-Angola relations in political, diplomatic and economic aspects as well as international and regional issues of mutual concerns.

Foreign Minister Georges Rebelo Chikoti of Angola is expected to pay a call to President Tran Dai Quang and meet with Minister of Agriculture and Rural Development Nguyen Xuan Cuong along with a number of Viet Namese business leaders.

Danang International Fireworks Festival 2017
Danang International Fireworks Festival 2017 (DIFF 2017) will take place from April 30 to June 24. This event, the 8th of this kind, will be hosted by Da Nang City People’s Committee. The festival series, having been of a great success in its earlier years, will attract participation of ones of the best art firework teams from around the world, particularly from Australia, Austria, China, Italy, Japan, Switzerland and Viet Nam. The Festival offers opportunities for Viet Namese people, especially people in Da Nang to meet and share cultural beauties with people around the world, especially people from the participating countries.

Along the firework shows, artists from the seven participating countries will also perform in Danang in other events such as the Street Festival, Food Fair, concerts.
Further information of the festival will be available in handouts right after the press conference.

 

QUESTION AND ANSWER:
On the murder case of Nhat Linh, is there any progress on the investigation?  Have the police found any evidence to charge Shibuya?

The most updated information from the Embassy of Viet Nam in Japan is that the investigation is going on and the Japanese authorities are trying to shed light on the suspect’s actions relating to the murder of Nhat Linh. The Embassy is in close contact with the Japanese authorities and follows closely the development of the investigation to bring the murderer to justice. We will keep the media updated with further information once it is available.


China recently held live-fire drill and landing simulation exercise in the East Sea. What is your comment on this? 
Maintaining peace, stability, security, safety and freedom of navigation in the region is both the interest and responsibility of countries in and outside the region. Therefore, countries should act responsibly, constructively and in line with the international law, including the 1982 UN Convention of the Law of the Sea for the sake of peace and stability in the East Sea.

China will host “Belt and Road” Forum for International Cooperation in mid-May, and it said it would invite leaders from 28 countries to participate in this forum. Could you please confirm if Viet Nam is invited and if Viet Nam will have its representative to the forum?

We take note of your question and will get back to you with detailed information at the earliest convenience.

ASEAN and China will meet in May to discuss the framework for the Code of Conducts in the South China Sea (COC). What will be on the agenda and what is Viet Nam’s goal for this round of meeting?

It should be affirmed that the shared interest of all countries is that peace, stability, security and safety and freedom of navigation and overflight be maintained in the region in general and in the East Sea in particular. From that viewpoint, ASEAN countries always see the need for an early adoption of a code of conducts that is conclusive, binding, effective, instrumental to the maintenance of peace, stability, security, safety and freedom of navigation and overflight in the East Sea and conducive to creating favorable environment for dispute settlement through peaceful means and on the rules that are widely recognized by the international law, including the 1982 UN Convention of the Law of the Sea.
In that spirit, Viet Nam, as a proactive and responsible member of ASEAN and international community, is and will be joining efforts with ASEAN and China to push forward substantive talks to reach COC.

Back to the case of little girl Nhat Linh, is there any coordination between Viet Nam and Japan in the legal aspect during the investigation?

The Embassy of Viet Nam in Japan has been in close contact with Japanese authorities, following the investigation closely to ensure the murderer be soon brought to justice.

Is DPM, FM Pham Binh Minh visiting the US to prepare for an upcoming visit of Viet Namese PM to the US?

As I announced upfront, DPM, FM Pham Binh Minh will talk with Secretary Rex Tillerson on various issues of mutual interest as well as on ways and means to further enhance our comprehensive partnership in the time to come on all planes, bilaterally, regionally and globally.
It should be note that Viet Nam US relations have continued to stride forward since the beginning of the new administration in the US. The two sides have touched upon practical measures to boost bilateral ties, viewing the regular exchange of visits between the two countries as an important measure to drive the relations between the two countries in a direction that is practical, mutually beneficial and on the basis of mutual respect for each other’s political system, independence, sovereignty and territorial integrity.

In the murder case of Korean national Kim Chol, what kind of steps has the Ministry of Foreign Affairs taken to ensure a fair and unbiased trial for Doan Thi Huong?

Malaysian and Viet Namese lawyers representing Doan Thi Huong have been working to consolidate arguments, evidences to defend Huong in the upcoming trial. Our position is that her trial must be conducted in a fair, unbiased manner and in line with Malaysian law and international practice and that her legitimate rights must be preserved.

How does Viet Nam react to the recent ruling by the International Monsanto Tribunal that found Monsanto guilty for destroying Viet Namese ecosystem?

Viet Nam welcomes the verdict of the International Monsanto Tribunal on April 18, 2017 that concluded that Monsanto had destroyed Viet Nam’s ecosystem. This is an objective fact on the devastating aftermaths of the war in Viet Nam, especially the lasting and heavy impacts of agent orange/dioxin that was used. We urge Monsanto to respect the opinions and consultation of the Tribunal and soon respond with actions that can practically contribute to alleviating the consequences of the agent orange/dioxin.
We highly appreciate the efforts made by the US Congress, the US Government and the American people to take positive steps to assist the alleviation of the war consequences in Viet Nam, including the impacts by agent orange/dioxin. Companies like Monsanto should also be responsible for assisting in dealing with the consequences cause by agent orange/dioxin in Viet Nam.

Could you update on the situation in Dong Tam village, My Duc district? What is your comment on the development of the case?

I understand that the Hanoi authorities are working to settle the situation in line with the Viet Namese law to ensure the legitimate rights and interests of the parties concerned.
I believe that the situation should be handled in accordance with the rule of law, the rights and interests of parties concerned should be preserved and violations of the law should be dealt with accordingly to maintain the rule of law.

Philippine media quoted President Duterte of the Philippines as saying that he would send his military to take over islands in the Spartlys. What is your comment on this?

We are verifying this information. Our position is consistent that all disputes in the East Sea must be settled by peaceful means in line with the international law. While working for fundamental and long term solutions to the disputes, parties concerned should exercise restraint, take no action that could complicate and expand disputes, in line with the spirit and text of the 2002 Declaration of Conducts by Parties in the South China Sea (DOC).
