Requesting all DOC signatories to join in implementing the Declaration

AFP correspondent: Please advise Vietnam’s reaction to the possibility of its being invited to a joint research on oil and gas potential in the Truong Sa (Spratly) region following an agreement concluded in Beijing Wednesday between China and the Philippines.
Answer:
We are deeply concerned about the report that China and the Philippines concluded an agreement in Beijing on September 1st, 2004 on the East Sea without consulting other concerned parties. We have requested China and the Philippines to inform us of the agreement’s content.
Vietnam has sufficient historical evidence and legal basis to affirm its indisputable sovereignty over the Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagoes.
As a signatory to the Declaration on Conduct (DOC) in the East Sea between ASEAN and China in November 2002, Vietnam is committed to working with other concerned parties in strictly observing the DOC to preserve peace and stability in the East Sea. We request all other signatories to join us in strictly implementing the DOC.
