ANSWERS QUESTION ON 15 NOVEMBER 2006
Question: Please provide Vietnam’s reaction to the Human Rights Watch report claiming that police roundup street children in detention centers where they are mistreated?
Answer:
Information provided by the Human Rights Watch is totally fabricated.
The Vietnamese State and people always pay due attention to protect, care for and provide education to children including those in needs or vagrants. These are not only the responsibility of the State, society and each family but also a moral tradition of the Vietnamese people.
To help children in needs and vagrants, the Government has enacted many specific policies on health care and education provision for children, putting forth measures to protect children against the risks of labour abuse, prevent their self-esteem and dignity from being harmed and protect them against sexual and drug abuses.
Various agencies and localities, including Hanoi city have implemented many projects to help children in needs and vagrants and reunite them with their families. Those who can not return to their families are provided with health care, consultation and vocational training. All measures are aimed at ensuring protection, care, education and all-round development for children in needs and vagrants so that they can enjoy a better life.
Vietnam is one of the first countries in the world that have ratified the UN Convention on the Rights of the Child. Vietnam has actively fulfilled its commitments, cooperating with the international community to improve children’s well-being notwithstanding the low average per capita income of Vietnam. Efforts of Vietnam in caring and protecting children are acknowledged and highly appreciated by the U.N including the UNICEF.
