Question:

What is Vietnam's reaction to the Amendment of Bill H.R. 2410 on Foreign Relations Authorization Act, Fiscal Years 2010-2011 by the Foreign Affairs Committee of the U.S House of Representatives, which calls on the Department of State to list Vietnam as a "country of particular concern" (CPC)?

Answer:

"This decision by the Foreign Affairs Committee of the U.S House of Representatives goes against the actual situation in Vietnam and does not conform to the developing relations between Vietnam and the United States.
 In Vietnam, freedom of belief and religion is clearly stipulated in Vietnam’s Constitution and practice. The State cares for and facilitates the development of religions in Vietnam. Vietnam's laws strictly prohibit all kinds of discrimination against citizens on belief and religious grounds. No one is detained on the ground of religions, and those who violate the law are treated in accordance with Vietnamese laws.
 It is my view that the best way to bridge the differences between the two sides is through candid and constructive dialogue with mutual understanding and respect. In this spirit, we always welcome U.S congressmen to Vietnam to enhance mutual understanding and urge them not to pass this Amendment."
