Announcements
+ President Nguyen Minh Triet will pay State visits to the Republic of Italy, the Kingdom of Spain and the Slovak Republic from 9th to 19th December 2009:

At the invitation of President Giorgio Napolitano of Italy, H.M. King Juan Carlos of Spain and President Ivan Gasparovic of Slovakia, President Nguyen Minh Triet will visit the Republic of Italy from 9th-12th, the Kingdom of Spain from 13th-16th and the Slovak Republic from 17th-19th December 2009.
 
President Nguyen Minh Triet and these leaders will discuss socio-economic development of each country, efforts to overcome the consequence of the global economic and financial crisis and measures to intensify friendship and multifaceted cooperation between Viet Nam and these countries, especially in the areas of economics, trade and investment.
 
During his visit to Italy, Spain and Slovakia, apart from the meetings with these leaders, President Nguyen Minh Triet is also expected to attend the business forums and visit some economic and cultural establishments.
 
During his stay in Italy, President Nguyen Minh Triet is to meet with Pope Benedict XVI.

+ Prime Minister Nguyen Tan Dung will attend the inauguration of 25th SEA Games in Laos (on 9th December 2009)
 
At the invitation of Prime Minister Bouasone Bouphavanh of Lao PDR, Prime Minister Nguyen Tan Dung and his spouse will attend the Opening Ceremony of the 25th Southeast Asian Games in Vientiane, the capital of Lao PDR on 9th December 2009.
 
+ Prime Minister Nguyen Tan Dung will pay a working visit to the Russian Federation and attend the UN Climate Change Conference in Denmark from 14th-18th December 2009:
 
At the invitation of Prime Minister Vladimir Putin, Prime Minister Nguyen Tan Dung will pay a working visit to the Russian Federation on 15th December 2009. The visit aims at strengthening and promoting the strategic partnership and comprehensive cooperation between Viet Nam and Russia, maintaining the mechanism of regular high-level political meeting between leaders of the two countries, thus facilitating the implementation of high-level agreements reached by the two sides.
 
From 16th – 18th December 2009, Prime Minister Nguyen Tan Dung will lead the Vietnamese Delegation to attend the UN Climate Change Conference (COP15 and CMP5) in Copenhagen, Denmark.
 
+ Cuban Foreign Minister Bruno Rodríguez Parrilla, will pay an official visit to Viet Nam from 4th – 5th December 2009:
 
At the invitation of Deputy Prime Minister and Foreign Minister Pham Gia Khiem, Cuban Foreign Minister Bruno Rodriguez Parrilla will visit Viet Nam from 4th – 5th December 2009.
 
During the visit, the ministers will discuss measures to enhance bilateral relations, exchange views on regional and international issues of mutual concern.
 
The Foreign Minister of Cuba will also meet Deputy Foreign Minister Pham Binh Minh, and call on General Secretary Nong Duc Manh and Prime Minister Nguyen Tan Dung.

+ The 11th session of Viet Nam-Cambodia Joint Commission on Economic, Cultural, Scientific and Technological Cooperation will be convened from 3rd-4th December 2009:
 
The 11th session of Viet Nam-Cambodia Joint Commission on Economic, Cultural, Scientific and Technological Cooperation will take place in Preah Sihanouk province, Cambodia, from 3rd-4th December 2009. The meeting will be co-chaired by Deputy Prime Minister and Foreign Minister Pham Gia Khiem and Cambodia’s Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Hor Namhong. During the meeting, the two sides will review the implementation of cooperation agreements, discuss directions and measures to further strengthen cooperation between the two countries in all areas, especially economics, trade and investment. The two sides will also exchange views on bilateral relations, regional and international issues.


Questions and Answers:

1. On 1st December 2009, China’s PhoenixTV (ifeng.com) reported that China organised a flight with foreign reporters onboard to the Paracel Islands. What is Viet Nam’s reaction on this information?
 
Upon such information, on 2nd December 2009, representative of the Ministry of Foreign Affairs of Viet Nam met with representatives of the Embassy of the PR China in Viet Nam to request the latter for the earliest clarification. If this is true, it would be a serious violation to Viet Nam’s sovereignty.
 
2. In December 2009, the European Commission will examine the decision to extend the anti-dumping tax on Vietnamese leather-capped footwear? What is Viet Nam’s position on this decision?
 
We have reiterated time and again that Vietnamese businesses do not dump their leather-capped footwear in the European market. The imposition of anti-dumping tax on Viet Nam’s leather-capped footwear is not objective and has negatively affected the production and export of Viet Nam’s leather footwear, and is also bad for European producers, retailers and consumers.
 
On 19th November 2009, the EU Anti-Dumping Advisory Committee voted against the EC proposal on the extension of anti-dumping tax on Viet Nam’s leather-capped footwear.
 
We hope that the EU will come up with a final, fair and objective decision that ends the imposition of anti-dumping tariff on Viet Nam’s leather-capped footwear as this would go in line with the fine development of multifaceted cooperation between Viet Nam and the EU, and also benefits the furtherance of economic and trade relations between the two sides.
 
3. Is Vietnam blocking facebook and some other social websites?
 
In Vietnam, the State facilitates the development of internet. Internet is strongly growing with 22 million internet users (over 25% of the population and higher than the average in Asia) and more than 4 million bloggers. Like in other countries, Vietnam’s laws prohibit the use of internet into undermining our traditions, customs, social ethics, public order and national security. This is in line with international conventions on human rights, particularly the International Covenant on Civil and Political Rights.
 
Recently, many internet users in Viet Nam have expressed their resentment at several online social websites being taken advantage of in disseminating information against the State of the Socialist Republic of Viet Nam that violate Vietnam’s laws, threaten information security, and adversely affect internet users. Relevant agencies will consider the severity of the violation to adopt appropriate measures in accordance with the laws.
