THE 8th REGULAR PRESS CONFERENCE

Announcement:

+ Deputy Prime Minister and Foreign Minister Pham Gia Khiem to attend the 4th meeting of the Steering Committee on Viet Nam – China Bilateral Cooperation and visit China from 29 June - 3rd July 2010.

DPM – FM Pham Gia Khiem and China’s State Councillor Dai Bingguo will co-chair the meeting, which is aimed at reviewing and assessing cooperation areas since the 3rd meeting (March 2009) and proposing measures to enhance the bilateral cooperation in the future.

DPM – FM Khiem will meet with Chinese high-ranking leaders, Foreign Minister Yang Jie Chi and visit economic and culture sites in China.


Question: Please kindly provide Vietnam’s reaction to the passage by the State Development and Reform Commission of China of the “2010-2020 Grand Plan for Construction and Development of International Tourism Island of Hainan”, in which Truong Sa (Spratly) and Hoang Sa (Paracel) Archipelagos will be incorporated in an oceanic multi-purpose complex under the management of the province of Hainan, Hoang Sa-bound tourism by air and sea lanes be promoted, and registration for right to use uninhabited islands be encouraged?


Answer:

Viet Nam has indisputable sovereignty over Hoang Sa (Spratly) and Truong Sa (Paracel) Archipelagos. We strongly protest the passage of the “2010-2020 Grand Plan for Construction and Development Plan of International Tourism Island of Hainan”, under which Truong Sa (Spratly) and Hoang Sa (Paracel) Archipelagos will be incorporated in an oceanic multi-purpose complex under the management of the province of Hainan, Hoang Sa-bound tourism by air and sea lanes be promoted, and registration for right to use uninhabited islands be encouraged.

Such action seriously violates Viet Nam's sovereignty, runs counter to the common views of Vietnamese and Chinese leaders, goes against the spirit of the Declaration on the Conduct of Parties in the South China Sea (DOC), which China and ASEAN member states signed in 2002. Provision Five of the DOC states that: “The parties undertake to exercise self-restraint in the conduct of activities that would complicate or escalate disputes and affect peace and stability including, among others, refraining from action of inhabiting on the presently uninhabited islands, reefs, shoals, cays, and other features and to handle their differences in a constructive manner.”

Viet Nam demands that China immediately stop actions that violate Viet Nam’s sovereignty over Hoang Sa (Paracel) and Truong Sa (Spratly) Archipelagos, strictly follow the DOC. Representatives of Viet Nam’s Ministry of Foreign Affairs logged its protest with representatives of the Embassy of China in Hanoi on June 22 2010.
