I. ANNOUNCEMENTS

1. Prime Minister Nguyễn Xuân Phúc attends the 10th Mekong Japan Summit and pays official visit to Japan (08-10 October 2018)

At the invitation of Japanese Prime Minister Shinzo Abe (Shinzo Abe), Prime Minister Nguyen Xuan Phuc will attend 10th Mekong-Japan Summit and visit Japan from 08 -10 October 2018

The Mekong Japan Summit marks the 10thanniversary of the Mekong Japan cooperation mechanism and 3rdanniversary of 2015 Tokyo Strategy. The visit affirms Viet Nam’s commitment to this cooperation mechanism and is to review the 10-year experience and work outorientations and measures to enhance cooperation in future.

On this occasion, Prime Minister Nguyễn Xuân Phúc will pay a visit to Japan which takes place as the two countries are celebrating 45th anniversary of Viet Nam - Japan diplomatic relations and is aimed to tighten the Viet Nam -Japan Extensive Strategic Partnership that is thriving in all areas, contributing to greater political trust between the two countries.

Prime Minister Nguyen Xuan Phuc will attend the Mekong - Japan Summit, address the Mekong - Japan Investment Forum,pay an audience with the Emperortogether with other leaders of Mekong countries,meet with Japanese Prime Minister Shinzo Abe, Speakers of the House of Representatives and House of Councilors, and the Japan Business Federation, address the Vietnam Investment Promotion Conference and meet Japanese corporations leaders...

2. President of National Assembly Nguyễn Thị Kim Ngân attends the Third Meeting of Speakers of Eurasian Countries’ Parliaments (MSEAP 3) held in Antalya and pay an official visit to the Republic of Turkey (07 – 12 October 2018)

At the invitation of the Chairman of the State Duma of Russia and Speaker of the National Assembly of the Republic of Korea, the co-founders of the Meeting of Speakers of Eurasian Countries’ Parliaments (MSEAP) and the invitation of the Speaker of Turkey’s Grand National Assembly, President of the National Assembly Nguyen Thi Kim Ngan will lead a high-level delegation of the National Assembly of Vietnam to attend the Third Meeting of Speakers of Eurasian Countries’ Parliaments (MSEAP 3) held in Antalya city and pay an official visit to the Republic of Turkey from 07 to 12 October 2018.

With its theme “Economic Cooperation, Environment and Sustainable Development in Eurasia”, MSEAP will discuss regional cooperation in Asia and Europe with priority given to economic and environmental issues for sustainable development of Eurasian countries.  The participation of ahigh-level delegation from Viet Nam National Assembly headed by President Nguyen Thi Kim Ngan is to affirm Viet Nam’s engaement in multilateral parliamentary diplomatic activities and to enhance cooperation between the Vietnam National Assembly and other Eurasian parliaments.

On this occasion, President of the National Assembly Nguyen Thi Kim Ngan will pay an official visit to the Republic of Turkey. The visit takes place as Vietnam and Turkey are celebrating the 40th anniversary of diplomatic relations. This is also the first official visit paid by the President of Viet Nam National Assembly to the Republic of Turkey and the highest-level visit of a Party and State leaders of Vietnam to Turkey. The visit will further consolidate and strengthen the friendship and multi-faceted cooperation between Vietnam and Turkey as well as the cooperation between the Vietnamese National Assembly and the Turkish Parliament.

President of the National Assembly Nguyen Thi Kim Ngan will attend the Opening session and address the Plenary session of the Third Meeting of Speakers of Eurasian countries’ parliaments, have bilateral meetings with speakers of parliaments attending the meeting. During the bilateral visit, President of the National Assembly Nguyen Thi Kim Ngan will meet with the President of Turkey, hold talks with Speaker of Turkey’s Grand National Assembly, attend the Vietnam-Turkey Business Forum and other activities.

3. Deputy PM, Foreign Minister Pham Binh Minh visits the United Kingdom and attends the 17th La Francophonie in Yerevan, Republic of Armenia(9-12October 2018)

From 9th-12th October 2018, Deputy PM, Foreign Minister Pham Binh Minh will pay an official visit to the United Kingdom of Great Britain and Northern Ireland and attend the 17th La Francophonie in Yerevan, Republic of Armenia.

Deputy Prime Minister and Foreign Minister Pham Binh Minh’s visit to the United Kingdom of Great Britain and Northern Ireland is to affirm the importance of friendship and comprehensive cooperation with the UK, especially on the occasion of the 45th anniversary of Vietnam - UK diplomatic relations (11/9/1973 - 11/9/2018), to continue the implementation of cooperation agreements, to deepen the Vietnam-UK strategic partnership, especially in the areas of politics - security, economic, education, and people to people exchange. Deputy PM, Foreign Minister Pham Binh Minh will hold talks with Secretary of State for Foreign and Commonwealth Affairs Jeremy Hunt, meet withPrince Andrew - Duke of York, Speaker of the House of LordsLord Fowler, Minister for the Cabinet OfficeDavid Lidington,Secretary of State for International Trade Liam Fox, attend the Vietnam-UK Economic Forum and the 45th anniversary of diplomatic relations between the two countries and other activities.

Deputy Prime Minister and Foreign Minister Pham Binh Minh will attend the 17th Francophonie Summit. The visit is to affirms Vietnam's position as a key French-speaking country in Asia-Pacific, to participate in Francophonie’s community activities in an active and responsible manner, to contribute constructively to cooperation within the Francophone Community. Deputy PM, Foreign Minister Pham Binh Minh is expected to attend the opening session and address the Plenary session; join other heads of delegations in the Conference’s activities and meet with leaders of other participating nations and international organizations.

II. Q&A

1. What is your comment on therecentfreedom of navigation operation carried out by the USS Decaturnear the reefs ofGa Ven (Gaven) and Gac Ma (Johnson)of Truong Sa (Spratly) Archipelago and its encounter with a Chinese ship?

Once again, we affirm Viet Nam’s sovereignty over Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagoes. As a member of the 1982 United Nations Convention on the Law of the Sea and a coastal state of the East Sea, Viet Nam respects freedom of navigation and overflight in the East Sea in accordance with the 1982 United Nations Convention on the Law of the Sea. Viet Nam calls on othercountries to make positive and practical contribution to the maintenance of peace, stability, to adhere and observe related international legal obligations and the rule of law in the seas and oceans.

2. What is the role of defense cooperation in Viet Nam – US relations, especially given the upcoming visit byUS Secretary and Assistant Secretary of Defense?

Regarding your question on the visits of US Secretary and Assistant Secretary of Defense, I do not have information on these visits yet. In terms of Viet Nam – US’s defense ties, I can comment as follows:

Viet Nam – UScomprehensive partnership has been growing in all aspects, including security and defense cooperation, settlement of war consequences in the spirit of the 2011 Memorandum of Understanding for Advancing Bilateral Defense Cooperation, the 2015 Joint Vision Statement on Defense Relations and the Plan of Action for Viet Nam – US Defense Cooperation for 2018 – 2020.

3. US Vice President Mike Pence has blamed China regarding the recent encounterbetween the US and China’s ship and warned that the US will not back down from what he considered to beChina’sintimidation. What is Viet Nam’s comment on this statementfrom the US Vice President?

As I stated in many occasions, maintaining peace, stability, security, safety, freedom of navigation and overflight in the East Sea is both the interest andresponsibility of countries inside and outside the region. All countries have the responsibility to make constructive and positive contribution to this shared goal, on the basis of respecting the principles of international law.

4. On September 28th, China had its jet fighters carrying out live fire exercise in the East Sea. What is Viet Nam’s reaction to this?

I would like to restate that the maintenance of peace and security, safety, freedom of navigation and overflight in the East Sea is the obligation, responsibility as well as the interest of countries inside and outside the region. While conducting activities in the East Sea, partiesmust observe international law, including the 1982 United Nations Convention on the Law of the Sea (DOC) between China and ASEAN countries andmake positive contribution to the maintenance of peace, stability in the East Sea and the region.

5. The 12thParty Central Committee agreed to nominate General Secretary Nguyen Phu Trong to the National Assembly for being elected as President. What is your comment?

At the 8th Session, the 12th Party Central Committee, in accordance with the rules and regulations of the Communist Party of Viet Nam, agreed to nominate General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong to the National Assembly to be elected as President, in line with the Constitution and the aspiration of the electorate and the people.

6. As announced in the previous press conference, Deputy Prime Minister Truong Hoa Binh would pay a visit to Italy, Vatican and meet with leaders of the Holly See from September 23-16, 2018. However, I believe the visit was canceled as it coincides with the National mourning of late President Tran Dai Quang. Please confirm this information. Will the visit take place in the upcoming time?

Visits and meetings, if any, will be announced at an appropriate time.

7. It has been on the news that from October 2nd, 2018, military forces from Australia, Singapore, Malaysia, New Zealand and the UK will conduct live fire exercise in the East Sea. What is your comment on this development?

We always keep a close watch on developments in the East Sea.

Once again, the maintenance of peace and security, safety, freedom of navigation and overflight in the East Sea is the common interest and responsibility of countries in and outside the region. Viet Nam’s position is that all countries’ activities in the East Sea make practical contribution to the afore-mentioned goals, on the basis of respecting international law, including the 1982 United Nations Convention on the Law of the Sea./.
