I. ANNOUNCEMENTS

1. Prime Minister Nguyen Xuan Phuc and Spouse to attend the 33rd ASEAN Summit and related Summits (13-15 November 2018)

At the invitation of Prime Minister of the Republic of Singapore Lee Hsien Loong, Prime Minister Nguyen Xuan Phuc and Spouse will lead the Vietnamese high-level delegation to attend the 33rd ASEAN Summit and related Summits in Singapore from 13th to 15th November 2018. Prior to the Summit, Senior Officials’ Meetings (SOMs) and Ministerial Meetings will also be held from 11th to 13th November 2018 in Singapore.

At the 33rd ASEAN Summit, ASEAN Leaders will discuss promoting cooperation and connectivity in the spirit of this year’s theme: building a “resilient and innovative” ASEAN and determine the direction for ASEAN cooperation in the coming years. At the Summits with partners, ASEAN Leaders and their counterparts will discuss measures to strengthen cooperation, including greater economic, investment and trade cooperation; infrastructure development and enhanced connectivity; new developments of the world economy, the 4th Industrial Revolution; global challenges such as the environment, climate change, counterterrorism and cyber security. The Leaders will also exchange views on regional and international issues of mutual concern, contributing to the maintenance of peace, stability, cooperation and development in the region.

It is expected that during the Summit, Prime Minister Nguyen Xuan Phuc will also hold bilateral meetings with Leaders from ASEAN and partner countries.

2. President of the Council of State and the Council of Ministers of Cuba Miguel Mario Díaz-Canel Bermúdez and Spouse to pay an official visit to Viet Nam (8-10 November 2018)

At the invitation of the President and Prime Minister of the Socialist Republic of Viet Nam, Comrade Miguel Mario Díaz-Canel Bermúdez, President of the Council of State and the Council of Ministers of Cuba and Spouse will pay an official visit to Viet Nam from the 8th to 10th November 2018. 

The visit by President of the Council of State and the Council of Ministers of Cuba aims to strengthen and enhance solidarity, friendship and multi-faceted cooperation between the two Parties, States, Governments and peoples, foster bilateral cooperation in areas such as economy, trade, investment, science and technology, health, agriculture, and discuss regional and international issues of mutual concerns.

It is expected that President of the Council of State and the Council of Ministers of Cuba Miguel Mario Díaz-Canel Bermúdez will hold talks with General Secretary, President of Viet Nam Nguyen Phu Trong, meet with Prime Minister Nguyen Xuan Phuc and President of the National Assembly Nguyen Thi Kim Ngan, visit Ho Chi Minh city and take part in other activities.

II. Q&A

1. What is Viet Nam’s reaction to China’s operation of meteorological observation stations on structures of Spratly archipelago?

Viet Nam has full legal foundation and historical evidence to assert its sovereignty over the Hoang Sa and Truong Sa archipelagoes in accordance with international law. China’s operation of the meteorological observation stations on illegally constructed and renovated structures in the Spratly archipelago seriously violated Viet Nam's sovereignty over the archipelago.

Viet Nam resolutely opposes this act and requests that China immediately stop the afore-mentioned action, strictly abide by the Agreement on basic principles guiding the settlement of sea-related issues between Viet Nam and China and Declaration on the Conduct of the Parties in the East Sea (DOC), refrain from complicating the situation, affecting peace, security, stability in the East Sea and the region as well as efforts of countries in the negotiation of a Code of Conduct in the East Sea (COC).

2. A Czech company Windy which makes weather application labels Hoang Sa (Spratly) archipelago in Chinese name and Truong Sa (Paracel) archipelago in Vietnamese name. What is your comment on this?

I would like to reiterate that Viet Nam has full legal foundation and historical evidence to assert its sovereignty over the Hoang Sa and Truong Sa archipelagoes in accordance with international law.

As far as I know, Viet Nam’s agencies are handling the case.

3. It is reported that North Korea’s Foreign Minister will pay a visit to Ha Noi later this month? Can you confirm this and tell us about the schedule of his visit?

Diplomatic activities will be announced in due course.

4. What is the state of Viet Nam – Germany relations? Are the two sides having discussion on taking Trinh Xuan Thanh to Germany?

I would like to affirm that Viet Nam always attaches great importance to strengthening and developing good relationship with Germany, for the interest of the two peoples. The two sides have had on-going discussions and exchange to promote bilateral relations.

Regarding the case of Trinh Xuan Thanh, Trinh Xuan Thanh violated Vietnamese laws, was brought to trial in a public and transparent manner in line with Vietnamese laws and is now serving his sentence according to the court’s verdict.

5. What is your comment on the results of the mid-term election in the US?

We hope that the Comprehensive Partnership between Viet Nam and the US will continue to develop more substantively and effectively, bringing about substantial benefit to the two peoples, contributing to the maintenance of peace, stability, cooperation and development in the Asia – Pacific region and the world.

6. Can we have your comment on United Nations’ adoption of the Resolution that calls on the US to end the embargo against Cuba?

Viet Nam welcomes United Nations’ adoption of the Resolution calling on an end to the US embargo against Cuba. Viet Nam holds that the continuation of the embargo on Cuba is inappropriate and thus ought to be lifted completely, meeting the aspiration and legitimate interest of the Cuban people and contributing to development as well as maintenance of peace, stability in the Americas./.
