I. ANNOUNCEMENTS

1. Deputy Prime Minister, Minister of Foreign Affairs andInternational Cooperation of Cambodia Prak Sokhonn to pay an official visit to Viet Nam (26-27/11)

At the invitation of Deputy Prime Minister, Foreign Minister Pham Binh Minh, Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation of Cambodia Prak Sokhonn will pay an official visit to Viet Nam from the 26th to 27th November 2018. This is the first official visit to Viet Nam by Mr. PrakSokhonn as Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation since his appointment in September 2018.

During the visit, the two sides will review bilateral cooperation and discuss measures to enhance bilateral relations, including exchange of high-level delegations and coordination in regional and multilateral cooperation framework. Deputy Prime Minister, Minister PrakSokhonn will hold talks with Deputy Prime Minister, Foreign Minister Pham Binh Minh, meet with Prime Minister Nguyen Xuan Phuc and undertake other activities.

2. The 36th meeting of the Viet Nam - Cuba Intergovernmental Committee

The 36th meeting of the Viet Nam - Cuba Intergovernmental Committee will take place in Havana from the 26th to 30th November 2018. Minister of Construction, Chair of Viet Nam Sub-Committee in Viet Nam - Cuba Intergovernmental Committee Pham Hong Ha will co-chair the meeting.

The meeting will review the implementation of the outcomes of the 35th Intergovernmental Committee, assess the bilateral cooperation in 2018, and propose activities for both sides to continue to work together in agriculture, industry, health, finance and banking, information and communication technology, irrigation, construction, education, culture, sports, radio and television, customs and planning and transportation.

II. Q&A

1. Taiwan hasconducted its live fire exercise around Ba Binh island. What is Viet Nam’s reaction to this?

Viet Nam has full legal foundation and historical evidence to affirm its sovereignty over Hoang Sa and Truong Sa archipelagoes in accordance with international law.

The fact that Taiwan, despite Viet Nam’s opposition, continues to carry out live fire exercise in the waters surrounding Ba Binh of Truong Sa archipelagohas seriously violated Viet Nam’s sovereignty over the archipelago, threatening peace, stability, navigation security and safety, causing tension and complicating the situation in the East Sea.

Once again, Viet Nam resolutely opposes the above-mentioned act and demands that Taiwan not conduct similar actions.

2. There is evidence suggesting China has recently begunits construction on the Bombay reef in Hoang Sa.How does Viet Nam respond to this?

I would like to reiterate that Viet Nam has full legal foundation and historical evidence to assert its sovereignty over the Hoang Sa and Truong Sa archipelagoes in accordance with international law.

China’s continuation of activities on Hoang Sa archipelago of Viet Nam is a severe infringement of Viet Nam’s sovereignty over the archipelago, runs counter to common perspectives reached by leaders of the two countries, violatesthe agreement on basic principles guiding the settlement of sea-related issues between Viet Nam and China and the 2002 Declaration on the Conduct of the Parties in the East Sea (DOC), causing complications and tensions in the East Sea.

Viet Nam resolutely opposes China’s mentioned action and reques ts China immediately ceaseand not repeat similar activities, respect Viet Nam’s sovereigntyand international law, making practical contribution to the Viet Nam – China relations of friendship cooperation, as well as the maintenance of peace and stability in the East Sea.

3. China and the Philippines signed an MOUon cooperation of oil and gas exploration.China also expresses its hope for possible negotiation with coastal states in the East Sea. What is Viet Nam view on this matter?

Viet Nam’s stance on the East Sea, including the issues of sovereignty, sovereign rights and legitimate rights is clear, consistent and has beenexplicitly stated many times.

As a responsible member of the international community and a coastal country in the East Sea, Viet Nam attaches great importance to international cooperation, including maritime cooperation on the grounds of respecting sovereignty and legitimate interests of all relevant parties, in line with international law, especially the 1982 United Nations Convention on the Law of the Sea, for peace, stability and development of the region as well as for friendship and cooperation relations among countries.

As such, cooperation on oil and gas exploration between the Philippines and China in the East Sea can only be conducted in the areas where the two countrieshave sovereignty and sovereign rights in line with the 1982 United Nations Convention of the Law of the Sea.

4. What is Viet Nam’s comment regarding the 3-year scheme for concluding negotiation of COC?

Maintaining peace, security, stability in the East Sea is the common interest and responsibility of all countries, includingASEAN countries and China. In this connection and in consideration ofthe recent complicating developments, ASEAN has many times stresses on an early adoption of a Code of Conduct in the East Sea (COC). It is of utmost important that this COC be substantive, effective and in line with international law, especially the 1982 United Nations Convention on the Law of the Sea, thus making real contributions to peace, stability and security in the East Sea and the region.

5. For the first time in the history of APEC, the 26th APEC ends without a joint statement. What will Viet Nam and other countries do to address this in the future?

It is unfortunate that the 26th APEC Summit was unable to issue a joint statement.
Nevertheless, the 26th APEC Summit has achieved many key results to fulfill theLeaders’ commitmentsmade at the 2017 APEC Leaders’ Meeting on regional economic integration, comprehensive connectivity,digital economy, sustainable and inclusive growth. Viet Nam and othermembers economies uphold and affirm the important role of APEC as a leading and the biggesteconomic integrationmechanismin the Asia – Pacific region, will continue tofoster cooperation and economic integration in APEC,thusplaying an important role in making the region become a driver of global growth and economic integration.

6. Is it true North Korea’s foreign minister will pay a visit to Viet Nam next week on the 27th? Could you share with us the schedule of the visit as well?

Diplomatic activities will be announced in due course./.
