Xinhua News Agency reported April 3rd  that the China's Hainan Provincial authority listed Dao Cay (Tree) Island in Hoang Sa (Paracel) Islands of Viet Nam (Zhaoshu dao as referred to by the China) one of the key islands prioritized for its protection, conservation and construction. In response to question from the media regarding Viet Nam’s reaction to this information,  Vietnamese Foreign Ministry Spokeswoman Nguyen Phuong Nga on April 8th stated:

 "Viet Nam reiterates its indisputable sovereignty over Hoang Sa and Truong Sa Archipelagos. All foreign activities without Viet Nam’s approval in these two archipelagos constitute violation of Viet Nam's sovereignty and are invalid. Viet Nam asks China to end and not to repeat activities that violate Viet Nam’s sovereignty.”
