Vietnam – Peru Relations


Peru is one of Latin American countries with public movements strongly supporting Vietnam’s struggle for independence and unification. In January 1973, President Velasco sent a congratulation message to President Ton Duc Thang on the occasion of signing the Paris Peace Agreement. Peru has several times expressed its support for Vietnam at international forums. In February 1974, Peru (and Cuba) were the only Latin American countries that voted for the Provisional Revolutionary Government of the Republic of South Vietnam to participate in the conference “Re-define and develop the International humanitarian law applied for armed conflicts”.

Diplomatic relations between Vietnam and Peru were established on January 14th,  1994. Vietnam’s Embassy in Chile is concurrently in charge of Peru and Peru’s Embassy in Thailand is concurrently in charge of Vietnam. In March 2007, Vietnamese Foreign Affairs Minister appointed Vietnam Honorary Consul to Lima and its suburb.

Visit exchanges:

To Vietnam: President Alberto Fujimori (July 1998), Foreign Minister Oscar Maurtua de Romana (February 2006), First President Luis Gampietri participated APEC summit in Vietnam (November 2006);

To Peru: Deputy Prime Minister and Foreign Minister Nguyen Manh Cam (1999), Vice Foreign Minister Nguyen Dy Nien (1998)…

Peru supported Vietnam’s accession to the WTO and Vietnam’s candidacy for a non-permanent membership of the UN Security Council, term 2008-2009.

The two countries have signed several cooperation agreements in the fields of economics, trade, agriculture, sea food, science and technology, visa exemption for diplomatic and service passport holders…. The two sides have also signed an agreement on cooperation within APEC. Vietnam Chamber of Commerce and Industries has signed a Cooperation Agreement with Peru National Chamber of Commerce.

Trade ties have gained initial developments (the bilateral turnover reached 51 million USD in 2006). Vietnam’s exports include wood and furniture, apparel, footwear, rubber and plastics; Peru’s exports include fish, fish meal, fish-oil and acrylic fiber.
