Viet Nam reaffirms support to UN's financial reform


New York, Oct. 29 (VNA) - Viet Nam will always work to contribute to improving the United Nations' financial situation, asserted Deputy Permanent Representative of Viet Nam to the UN Ngo Duc Thang in New York on Thursday.

 

As the UN depends not only the proper management of resources but also financial contributions provided by member states, to improve the situation, Thang said at the 5th Committee of the 59th Session of the UN General Assembly on improving the financial situation of the UN, suggesting the UN focus on dealing with the two issues in tandem.

 

The UN should place the reform of the planning and budgeting as one of the most important components in its comprehensive reform, Thang noted.

 

"We understand that the reform process would not be an easy one, but we believe that it will finally enable our Organization to manage and implement better the increasing number of programmes and activities in a more cost-effective and efficient manner so as to better serve member states," Thang said.

 

He added "Viet Nam wishes to join the African group in urging the Administration to expedite the implementation of the GA resolution 57/278 which requested the Secretary-General and the executive heads of the funds and programmes to examine governance structures, principles and accountability throughout the UN system to ensure the proper financial management and accountability."

 

Regarding the second issue, Thang held that UN member states should honour their financial obligations to bear the expenses of the UN in accordance with the Charter.

 

However, Thang pointed to the fact that in some cases serious circumstances may prevent member states, especially the developing countries, from paying their assessed contributions in full and on time.

 

To improve the situation, Thang suggested that the multi-year payment plans should remain a voluntary mechanism to be used to help member states to pay their arrears and should not be considered as a condition to the granting of future waivers under Article 19
