Deputy PM hails ARF, calling for greater faith


Singapore (VNA) – Vietnamese Deputy Prime Minister and Foreign Minister Pham Gia Khiem has praised the ASEAN Regional Forum’s (ARF) but has also called for greater faith between members.

In his speech at the ARF meeting in Singapore on July 24, Deputy PM Khiem said that along with tuning into preventive diplomacy, the forum needs to pursue trust-building measures to strengthen faith among members.

ASEAN and countries participating in the forum will continue enhancing dialogue and cooperation, thus contributing to peace, stability and cooperation in Southeast Asia and the Asia-Pacific, he said.

At this year’s ARF, member countries discussed issues of common concern like the Korean peninsula, the Middle East, Afghanistan , Iraq and Iran nuclearisation.

They recognised the forum’s contributions to enhancing dialogue on traditional and non-traditional security, promoting trust among regional countries, therefore contributing to peace, security and stability in the Asia-Pacific region, over the past 15 years.

Forum delegates also agreed that humanitarian relief activities after earthquake in Sichuan, China, and effective tripartite coordination between ASEAN, the UN and Myanmar after Cyclone Nargis, has given member countries experience that will help increase the development of capacity and response mechanisms to natural calamities.

Speaking about the forum development plan, the ministers agreed the forum needs to continue on the basis of stated principle, namely consensus, gradual evolutionary approach and comfortability.

The delegate also praised the indepth participation of national defence officers in ARF cooperation.

Regarding regional cooperation, ministers stressed the importance of Declaration on the Conduct of Parties in the South China Sea (DOC) to promote mutual understanding and build trust among countries and that parties need to exert efforts on implementing DOC and build the Code of Conduct in the South China Sea (COC).

ASEAN Foreign Ministers and the Democratic People's Republic of Korea (DPRK) also signed documents on the DPRK’s participation to the Treaty of Amity and Cooperation (TAC).

On the sidelines of the ARF-15 meeting, ministers of six ARF members who join the six party talks had a discussion on the nuclear issue on the Korean peninsula.

The meeting also issued the Singapore Declaration to celebrate the 15th founding anniversary, pledging to continue promoting ARF for further development on the basis of respecting independence, sovereignty and non-interference to each other’s internal affairs.
